Fix for Search Box Page Jumps

Problem

When a user types in the search box, the whole page jumps up. Every character typed causes the page to jump x pixels.

Root Cause

Scroll padding is applied to the root element, causing layout shifts during input.

Solution

1. Remove scroll padding from the root element
2. Add scroll margin/padding to anchor points on the page

This prevents the page from jumping when the search box receives focus or input, while maintaining proper scroll behavior for anchor links.
